‘Heads of State’ Movie Review: Dumb Fun to Be Had with Prime Video’s John Cena & Idris Elba Action-Comedy

Heads of State works well as an enjoyable buddy comedy, built around nicely crafted action sequences and a game cast clearly having fun with the material. The Prime Video release embraces its absurdity, leaning into the genre formula with enough charm to stay afloat.

The action is arguably the standout — slick, well-staged, and a cut above what’s typical for streaming fare. And while there’s interference of some all-too-obvious CG now and again, director Ilya Naishuller (Nobody, Hardcore Henry) keeps the chaos legible and lively, making the most of every punch-up, shootout, and high-speed chase.

The comedy is also effective, with more than a few solid laughs sprinkled throughout. While much of it plays on the clashing personalities of President Will Derringer (John Cena) and Prime Minister Sam Clarke (Idris Elba), there are enough sharp gags and amusing throwaway lines to keep things entertaining.

Tonally, the film balances parody, politics, and action with surprising ease. It dips a toe into political commentary without getting too bogged down, and some of the comedy finds its mark in jabs at both U.S. and U.K. leadership and culture. It’s not reinventing the genre or making grand statements, but it knows exactly what it’s doing — and mostly does it well.

Cena and Elba are clearly in their comfort zones, and while Cena risks tipping into self-parody, he remains watchable. Elba brings a dependable straight-man presence. Priyanka Chopra Jonas makes a strong impression despite limited screen time, delivering both toughness and levity in a role that perhaps deserved more focus.

It runs a bit long, and its staying power is questionable, but Heads of State serves up a solid helping of dumb fun. If you’re after a breezy, action-comedy with a few decent laughs and a good sense of its own silliness, this will get the job done — even if it plays out exactly how you’d expect.
