The Capitol’s getting some new — and very recognisable — faces. Elle Fanning and Kieran Culkin have officially joined the stacked cast of The Hunger Games: Sunrise on the Reaping, the upcoming prequel set decades before Katniss Everdeen stepped into the arena.
Fanning will portray a young Effie Trinket, while Culkin takes on the role of Caesar Flickerman — both characters previously made iconic by Elizabeth Banks and Stanley Tucci, respectively, in the original Jennifer Lawrence-starring films.

Who Will Elle Fanning Play?
Fanning’s version of Effie sees the character at a much earlier point in her career. In this chapter, she’s the Capitol-assigned stylist for District 12 tribute Haymitch Abernathy, played by newcomer Joseph Zada.
“From the moment Suzanne released the book, one question echoed from fans around the world: Who will play Effie?” said Lionsgate Motion Picture Group co-president Erin Westerman in a statement to The Hollywood Reporter. “Elizabeth Banks made her iconic — so who could honor that legacy while bringing us back to Effie’s early, most formative days? For us, there was only one answer. Elle Fanning’s career has been transcendent. She has a rare presence — warm, sparkling and layered with extraordinary depth.”
Who Will Kieran Culkin Play?
Fresh off an Oscar win for A Real Pain, Culkin is stepping into the colourful shoes of Caesar Flickerman, Panem’s Games host whose cheery banter disguises a much darker role in the Capitol’s spectacle. While Stanley Tucci’s Caesar was all polished grins and unnerving charm, it sounds like Culkin may bring something a little different to the table.
“Kieran’s scene-stealing presence and undeniable charm are perfect for Caesar Flickerman,” said Westerman. “Stanley Tucci made Caesar unforgettable — and now Kieran will make the role entirely his own.”
Franchise producer Nina Jacobson added, “Kieran’s magnetism, wit, and unpredictability make him a perfect fit. A host like Caesar transforms brutality into entertainment, and an actor as layered as Kieran makes sure we don’t look away.”
Who Else is in the Cast?
Fanning and Culkin join a growing ensemble for the prequel. The story focuses on the 50th Hunger Games — the Second Quarter Quell — and puts the spotlight on a teenage Haymitch, who was famously played by Woody Harrelson in the original films. Other cast members include:

- Jesse Plemons as a young Plutarch Heavensbee
- Kelvin Harrison Jr. as Beetee

- Ralph Fiennes as President Snow, taking over the role played by Donald Sutherland
Behind the Scenes and Release Date
Francis Lawrence, who directed every Hunger Games movie except the original, is back at the helm. The screenplay is by Billy Ray, who co-wrote the first film. Producers include Nina Jacobson and Brad Simpson for Color Force, with Cameron MacConomy also on board.
The Hunger Games: Sunrise on the Reaping is due in U.S. cinemas on November 20, 2026.
